You're saying placing the load of the report in Page_Init would prevent it from re-prompting for parameters?
BTW I resolved the issue by reverting back to CR2008. In 2008 it doesn't display the popup and show the parameter prompt inline and will let you return to the parameter prompt page by clicking back on the browser regardless of what you set the "PromptForParameterValues" flag to.
